3. Scope of Accreditation & Services
Guardian VB provides third-party Verification and Validation services covering the full range of greenhouse gas assertion types recognised under ISO 14064-3:2019. Both Limited Assurance and Reasonable Assurance engagements are within scope. The output of every engagement is a GHG Verification Statement or GHG Validation Statement — not a certificate.
| Service | Object of Assessment | Applicable Standard / Programme | Output Issued |
|---|---|---|---|
| GHG Verification | Organisational GHG Inventories — Scope 1, 2 and 3 emissions | ISO 14064-1:2018; ISO 14064-3:2019; GHG Protocol Corporate Standard | GHG Verification Statement |
| GHG Validation | GHG Project Design Documents; Projected emission reductions and removals | ISO 14064-2:2019; ISO 14064-3:2019; Applicable programme criteria | GHG Validation Statement |
| Levels of Assurance | Limited Assurance Negative assurance conclusion: "Nothing has come to our attention..." | Reasonable Assurance Positive assurance conclusion: "In our opinion..." | As agreed in the Verification Agreement and stated in the Verification Statement |
4. Our Commitment to Independence & Impartiality
Guardian VB is committed to conducting all validation and verification activities with complete independence, objectivity, and impartiality. All conclusions issued by Guardian VB are based solely on the evidence gathered during the verification engagement and evaluated against the applicable criteria. No commercial, financial, or organisational interest — whether internal or external — is permitted to influence our verification decisions or conclusions.
Guardian VB does not provide GHG consulting, advisory, or implementation support services to any organisation whose GHG assertions it verifies or intends to verify. This separation from consultancy is a non-negotiable requirement of our accreditation and is enforced without exception at every engagement.
All personnel assigned to a verification engagement are required to declare any real or potential conflict of interest before appointment, using a formal Conflict of Interest Declaration. Engagements where a material conflict cannot be adequately managed are declined. These controls are formally documented in GVB-PRO-001: Procedure for Impartiality and Conflict of Interest Management and are subject to periodic review by senior management and to oversight by UAF as part of our accreditation obligations.
Key Impartiality Controls
- No consulting services: Guardian VB does not offer GHG consulting, advisory, or carbon accounting services.
- Conflict of Interest screening: Every verifier declares COI before appointment on every engagement.
- Independent Technical Review: All verification work is reviewed by a qualified reviewer who was not involved in execution.
- Independent Decision-Making: Verification decisions are made by personnel separate from the verification team.
- Management oversight: Impartiality is reviewed at every annual Management Review meeting.
- UAF oversight: Guardian VB is subject to accreditation assessments by UAF, including witness assessments.
5. Important Note on Terminology
Guardian VB issues Verification Statements and Validation Statements — not certificates. A GHG Verification Statement expresses an assurance opinion on a GHG assertion for a specific reporting period. It does not constitute product certification, management system certification, or any other form of conformity certificate. Guardian VB is a Validation and Verification Body (VVB), not a certification body. The terms "certified" and "certificate" are not used in the context of GHG verification activities.
The following table summarises key terminology used in GHG Verification services:
| Verification Statement | A formal written opinion issued by Guardian VB expressing an assurance conclusion on a GHG assertion for a defined reporting period. It is not a certificate. |
| Validation Statement | A formal written opinion on the plausibility of a GHG project design or projected emission reductions. It is not a certificate. |
| GHG Assertion | The quantified GHG claim made by the organisation (e.g., total Scope 1+2+3 emissions for the financial year 2024-25). |
| Limited Assurance | A lower level of assurance, expressed as a negative conclusion: "Nothing has come to our attention that causes us to believe that the GHG assertion is not fairly stated..." |
| Reasonable Assurance | A higher level of assurance, expressed as a positive opinion: "In our opinion, the GHG assertion is fairly stated in all material respects..." |
| Materiality | The threshold above which a misstatement in the GHG assertion would influence the decisions of intended users. Guardian VB applies both quantitative and qualitative materiality criteria. |
